More than 4,000 criminals – guilty of a total of 18,500 offences – have applied to be driving instructors in the past three years.

Applicants included drivers with a combined total of 3,195 vehicle-related convictions and others convicted of manslaughter, rape, attempted murder and kidnapping.

One potential instructor had caused death by dangerous driving and five other lethal motorists also wanted to be instructors.
